The concept of residence is generally summarized in this simple definition: the place where a person habitually lives, as indicated in the municipal registry.
The concept of digital residence was created to support the economic and spiritual projects of the Principality of Sabourg, which will be implemented in the territories of the Priory of Seborga, the Priory of Saint-Michel, and the territories of the states that have signed an international cooperation agreement.
Since 2019, the year of its effective reconstitution, the Principality of Sabourg has decided to undertake a peaceful and decisive strategy to resolve the administrative problem that resulted from the last King of Italy, Umberto II,’s neglect to communicate the administrative status of the territories of the Principality of Sabourg to the first President of the Republic, Enrico de Nicola, together with the first Head of Government of the Republic, Alcide De Gasperi. Indeed, due to the ineffectiveness of the sale of the territories of the Principality of Sabourg to the House of Savoy on January 29, 1729, they became a Savoyard protectorate until the establishment of the Italian Republic on June 2, 1946.
His Most Reverend Highness the Prince-Abbot of Sabourg sent an official communication in 2020 to the Prime Minister, Head of Government of the Italian Republic, to establish a permanent Italian protectorate over the territories of Sabourg, aimed at obtaining Special Autonomy, as provided for by Article 5 of the Italian Constitution.
Therefore, since the territory is not available for registry purposes, a digital residence, called “E-residence,” was established to support the Abbey State and provide access to all economic services. This electronic residence card, equivalent to the Italian tax code, can be requested by those wishing to become digital residents of the Principality of Sabourg.
Negotiations with the Italian authorities will provide specific tax relief for activities carried out in the Sabourg territories under the permanent protectorate, for Sabourg citizens and all those with e-residence at the time of their establishment. The extent of these tax reliefs cannot be quantified at this time, but we believe they will be beneficial for those who have considered the investment favorably. The following are the conditions for obtaining the e-residence card:
The electronic residence card can be requested online by any foreign citizen aged 21 or over and will be sent directly to the applicant’s home address after a formal investigation of the applicant’s good standing, following a one-time donation, depending on the chosen level.
The service is renewable annually online with the payment of a stamp duty, the amount of which is set by the Ministry of Finance.

Silver Level
Gold Level
Platinum Level
The Bronze level is the first level of digital residency, it is obtained through a one-off donation of €300 (three hundred euros) and allows the opening of a bank account at the Principality of Sabourg’s credit institution, obtain a sticker for private vehicles already registered in a country of the International Community registered with the Sabourg Vehicle Directorate (DVS), create a personalized email address, and become a member of all sports public clubs or enroll in private schools/academies in the Principality of Sabourg, by paying a registration fee and annual renewal fee.
The Silver level allows you to obtain all the services of the Bronze card, It is obtained through a one-off donation of €1000 (thouasand euros) and become a member of the Principality’s exclusive clubs:
- Automobile Club Sabourg
- Yacht Club Sabourg
- Aero Club Sabourg
- Golf Club Sabourg
- Tennis Club Sabourg
and other exclusive clubs that will be established in the future by making a one-time payment of one thousand euros to the Digital Foundation.
To remain a member of each club, Silver cardholders must renew their annual membership at the rate decided by the club administrators.
The Gold level entitles you to all the services of the Silver card and allows you to apply for citizenship of the Principality of Sabourg in the third year of renewal of your digital residence. This level is requested by making an annual donation of 10000€ (ten thousand euros) to the Digital Foundation. In the third year of renewal, if their application has been validated by the Secretariat of State, digital residents will become citizens of Sabourg and will be able to remain members of all Sabourg clubs by paying a reduced annual fee.
The Platinum level provides all the services of the Gold card and allows individuals to become members of the Sabourg Business Club by making an annual donation to the Digital Foundation of 20000€ (twenty thousand euros) for the first year and 10000€ (ten thousand euros) after the second years.
The Business Club is Sabourg’s business circle and allows members to become partners in international cooperation projects funded by the Sabourg Digital Foundation.
